The damaskeened movement is marked Elgin Natl. USA, Safety Pinion, Seven Jewels, 8,328,437. The watch was made in 1899. The balance staff appears to be good but needs to be cleaned and oiled to be a runner. The mainspring is wound tight. The dial has a few small hairlines around the minute ring but none through the center. The case if beautiful and I cannot see any signs of brassing. The Keystone case is marked Guaranteed 20 Years, J Boss. The hinges are still stiff and the hunter cover works perfect. Please look at the photos to make your own evaluation of condition and value.
