Just a gorgeous hand carved eagle with wings unfurled, a wall-mount pocket watch holder or display plaque. It looks for all the world like antique Swiss Black Forest carving, but it would likely be vintage more than antique. Or perhaps an earlier carving someone has mounted with a metal back to turn it into a pocket watch holder. It may have decorated a box at one time.
